Seminar on Energy Efficiency Standards

A Stakeholders Consultative Meeting cum Seminar on Energy Efficiency Standards & Labeling Regime in Pakistan was held at University of Gujrat (UOG) on 22nd March 2012. This seminar was organized by the Engineering Development Board (EDB) in collaboration with UOG, BRESL, UNDP/ENERCON.

The arranged Seminar focused on confidence building measures and to synergise efforts between Public Institutions, Universities/Academia and Fan Manufacturers’ Association (PEFMA). Ministry of Science & Technology (MoST), Engineering Development Board (EDB), Pakistan Council for Scientific and Industrial Research (PCSIR), University of Gujrat (UOG), Institute of Space Technology (IST) took a very innovative and leading role in supporting BRESL towards the National Cause of Energy Conservation through Introduction of ES&L Regime in Pakistan.

The meeting was chaired by Dr. Sahzad Alam DG, PCSIR. In his opening address he proclaimed, that we would work together to introduce ES&L regime in Pakistan market. He further said that “Together with ENERCON & UNDP, we are endeavoring to identify opportunities in order to utilize the strength of academia-industry linkages for the promotion of manufacture and testing facilities of energy efficient appliances and equipment. We are fortunate to have excellent joint venture partners specially Institute of Space Technology (IST), University of Gujrat (UOG) together with Ministry of Water & Power (ENERCON), Ministry of Science and Technology (MoST), PCSIR, PSQCA, UNDP and Engineering Development Board (EDB) are willing to build a strong technical framework in order to strengthen and support Pakistan Fan Manufacturer Association (PEFMA) and Fan Development Institute (FDI) in order to adequately adopt energy efficiency standards and labeling regime in Fan Manufacturing Industry mainly clustered in Gujrat.

Large number of representatives from PEFMA, FDI, EDB, ENERCON, PCSIR, UOG & IST contributed significantly in the seminar by highlighting their areas of strength in order to implement ES&L Regime in Pakistan.

Engr. Nasrullah Khan (National Technical Expert) –UNDP/ENERCON – BRESL Project, presented the scope of BRESL project whilst focusing on the developments and support strategy developed for Fan Industry. He also presented the overview and scope of Minimum Energy Performance Standards (MEPS) developed for Fan Manufacturing Industry in Pakistan. Dr Sarwar Saqib, National Project Coordinator (BRESL) highlighted that ENERCON, Ministry of Water & Power, focus on developing and promoting an energy conservation culture in Pakistan in order to provide a solution to the existing energy crisis in the country being the least cost option.

Geographically advantageous location of UOG in the triangular hub of fan industry in Gujrat, Gujranwala and Sialkot, besides state-of-the-art laboratories and strong engineering & allied faculties at UOG were highlighted by Dr. Mudessar Iqbal (Director – Office of Research, Innovation and Commercialization (ORIC). This unique position of UOG augers well for their strategic role in practical manifestation of ES&L regime. Their innovatively established Art & Design, Engineering and Media departments can play vital role in promoting awareness among masses, particularly interaction with the Associations of manufactures of fan and allied electrical appliances in order to engage them fully on board, which unfortunately was resented in the past. Brig. Tariq Mahmood & Mr. Asif , from IST thanked the participants for their overwhelming support to from a common platform by synergizing potentials of partners, particularly UOG and R&D organizations, and presented a road map for support of Fan Manufacturers and implementation of ES&L Regime.

Chairman PEFMA and representative from FDI presented their framework developed for the support of ES&L Regime and also highlighted the issues and requisite support required from Stakeholders to enable manufacturers in manufacturing Energy Efficient Fans. Engr. Irfan Ahmed Rabbani (Head –EMTL of PCSIR) presented an overview of support available to PEFMA and FDI from PCSIR and updated the stakeholders regarding the Testing Facilities available for energy efficiency testing of appliances, Electric Fans in Particular. Mr. Adil Shah (GM-EDB) also ensured PEFMA and other stakeholders regarding the initiatives and support available through EDB.

Speaker from National Productivity Organization (NPO) gave a brief overview of the training and technological support available for Fan Manufacturers and FDI for development of Energy Efficient Appliances. The meeting was concluded by Dr. Shahzad Alam and a way forward of establishing PEFMA-FDI and Institutional working group was agreed by all the stakeholders for the success of ES&L cause. All the stakeholders thanked UOG for its continued support and especially efforts made by Dr. Mudessar Iqbal and Mr. Shahzada Babar (ORIC-UoG) for successfully conducting meeting/seminar.
